In 1884, during legislative attacks on the Chinese, Begbie urges that such legislation is an infringement "of personal liberty and of the equality of all men before the law." He strikes down a municipal bylaw that attempts to declare Chinese laundries as public nuisances, stating forges, butcher shops and stables are far worse.
